Risk identification

Insurance cover is in place for the Council’s assets – play equipment, street furniture, office equipment etc., for public liability and loss of cash through theft or dishonesty (fidelity guarantee).

The Parish Council only use responsibly contractors for any work done for the Parish Council.

For major building projects the Council will appoint a qualified Health and Safety Executive.


Safety of Play Equipment

Equipment is monitored weekly by Councillors, faults reported, made safe and repairs undertaken as speedily as possible.

Equipment is checked twice-yearly by RoSPA.

A public notice gives information as to who to contact in case of an immediate problem.


Playing Field Maintenance

The Council ensure that people who carry out maintenance of the playing field are suitably insured.


Burial Ground

Work undertaken by responsible contractor with safety of the site in mind. 

Site kept locked to prevent unauthorised vehicular access.

Council is aware of its responsibilities under the Crime and Disorder Act 1998.

Proper arrangements will be made when the burial ground comes into use that preparation of graves and burials will only be permitted by approved undertakers.


Internal Controls and Audit

Council maintains an up-to-date register of assets and investments.

Ensures adequate insurance from reputable insurance provider.

Standing orders and financial regulations are in place to deal with the award of contracts.

Regular financial statements are provided to Council.

Council ensures that a review of the system of internal audit and financial system is carried out on an annual basis by 2 elected Councillors.


General

Council keeps proper financial record and minutes of meetings.

All business activities are within legal powers applicable to local councils.

All requirements are met under employment law, Inland Revenue regulations and VAT requirements.

Council prepares an adequate annual precept and ensures the proper use of funds under Section 137 powers.

Keeps the Register of members’ interest and gifts and hospitality up to date.


All these activities are tested by the Internal Auditor to ensure good practice.
